Dear Friends: It is with great sadness that I communicate that our dear 
Viejo (Reverend José Alberto Torres) passed away this evening at about 6:00 
p.m. Chicago time. He was at home surrounded by his daughters and his 
loving wife Alejandrina, who tomorrow will announce plans for the wake and 
funeral. Tomorrow his daughter Catalina will visit her brother Carlos 
Alberto, Puerto Rican political prisoner, to tell him this sad news. We are 
initiating a fax campaign to the Bureau of Prisons to permit Carlos to 
attend his father's funeral.  We offer a sample letter below, along with 
the BOP fax number.  Faxes should be sent immediately.

Dear Director Lappin:

Having just learned the sad news that Carlos Alberto Torres' father finally 
succumbed to cancer on February 5, 2005, we write to urge you to allow him 
to attend his father's funeral. As you know, Carlos is one of the Puerto 
Rican political prisoners whose unconditional release was supported by a 
massive international public campaign which in 1999 led to a presidential 
commutation of eleven of his compatriots. As of April 4, 2005, Carlos will 
have served 25 years in prison, during which time he has consistently 
demonstrated conduct which is above reproach. During Rev. Torres' lengthy 
illness, prison officials at Oxford made Carlos' ability to receive visits 
from his ailing father more difficult. Alejandrina Torres, his step mother 
who raised him from a very tender age, was his father's main caregiver. She 
also happened to be one of the political prisoners released as a result of 
the 1999 presidential commutation. In spite of her wholly successful 
reintegration into civil society, Oxford officials refused to allow her to 
visit him. As a result of this cruel decision, Rev. Torres passed away 
without being able to enjoy a family reunion with his wife and his only 
son. We strongly urge you to extend to this family the humanitarian gesture 
of allowing Carlos to attend his father's funeral.
