Waterboarding is not considered torture by George Bush.  He calls it 
an "alternative" form of interrogation that is needed in some cases 
to get actionable intelligence.  Waterboarding has been used by 
authoritarian regimes in the past but not to gain intelligence, which 
they knew was worthless.  Rather it was employed to force 
confessions.  Mock trial & execution soon followed.  John McCain was 
tortured (but not waterboarded) by the North Vietnamese while he was 
a prisoner of war.  They wanted to know the names of the officers in 
his squadron so he gave them the names of the offensive line of the 
Green Bay Packers.  The Vietnamese were pleased to have obtained this 
valuable information.

Waterboarding was used by the Khmer Rouge in Cambodia.  Here is a 
photo of an actual waterboard that they used & a painting of the 
device in action.  This is what the U.S. congress has empowered the 
president to authorize in such cases that he deems necessary in order 
to extract information from an otherwise uncooperative subject.
